If the loader fails to start with an error mentioning MSVCP140.dll, D3DX9_43.dll, or VCRuntime140.dll, etc, your system is missing standard Windows or DirectX runtime components. The loader needs these libraries and Windows doesn't always install them by default.
Fix
Download & Install both of these.

After installing
Restart your PC, then try launching the loader again. If you still see a missing-DLL error, open a ticket with the exact DLL name from the error message.
